# Belvédère platform administration

Belvédère is guteneo's private, read-only control tower. It brings workspace
activity, dispatch states, connections, financial sources and infrastructure
measurements into one operator view. It helps identify what needs attention while
preserving the application's existing approval, privacy and delivery boundaries.

This public guide documents that capability. Access to the application surface
still requires its separate privileged browser identity and server configuration.
Its private entry address and operational configuration are not published here.

## Platform oversight and workspace administration

| Actor | Authority | Boundary |
| --- | --- | --- |
| Workspace administrator | Administers their current workspace, members, channels, billing and eligible approvals | Membership grants no platform-wide Belvédère access |
| Platform Watcher | Reads the dedicated cross-workspace operational projections | This separate access grants no workspace mutation, document-content access or dispatch approval |
| Connected assistant or native client | Uses its ordinary scoped/current workspace permissions | Neither token scheme opens Belvédère or inherits its cross-workspace view |

Watcher is the control tower's restricted access designation, not a fifth human
workspace role or an assistant mandate. The current implementation binds it to an
independently allowed operator identity; it is not a general role that a workspace
administrator can assign. The `workshops` projections in the implementation refer
to the same tenant-scoped workspaces described throughout this site.

The [authority and tenancy guide](/architecture/authority-and-tenancy/) owns the
four workspace roles and their permissions. Belvédère adds an explicit reading
boundary around selected platform projections; it does not replace those roles.

## The seven views

| View | What it exposes | How to interpret it |
| --- | --- | --- |
| Overview | Activity trend, workspaces/members, connection counts, channels, countries and incidents needing review | Activity and current counts have different time bases; an incident is a signal to inspect |
| Workspaces | Searchable, paginated workspace summaries with member, dispatch, consumption and reservation detail | Quote, ceiling, settled consumption and verified supplier cost remain separate values |
| Dispatches | Cross-workspace tracking filtered by channel, state, country and workspace | Opening a record or incident never retries its provider operation |
| Members | Searchable people, current memberships, roles, supervisor options and connection counts | Directory metadata remains private; a membership listing grants no new authority |
| Connections | Existing browser/native sessions, assistant authorizations and recorded successful connection events | An authorization is not an online socket; an MCP observation is not a new person |
| Finances | Posted customer consumption, reservations, promotional credits, verified payment records and available supplier costs | These sources cannot be combined into an invented net profit |
| Infrastructure | Bounded Worker analytics and separately reported Cloudflare billable usage | A configured connector or a returned measurement is not application-delivery proof |

The operational period offers seven, thirty, ninety or custom UTC days, with
production and simulation kept separate. Server-side filtering bounds custom
periods and paginates tables; changing pages does not export an unlimited data
set. Selecting an incident or distribution country preserves relevant filters
when opening dispatches.

## Access is rechecked for every read

The application requires production environment/mode, a valid private entry
configuration and the canonical application origin. It then checks a current
authenticated browser session and its signed login evidence: the expected identity
issuer, verified allowed identity and any configured subject binding. Development
sessions and bearer-authorized assistant/native requests are refused.

Changing a mutable profile email, holding workspace administrator rights or
knowing an address cannot satisfy that independent identity check. Existing
authentication/MFA policy still applies. Workspace membership remains current;
Belvédère does not create an alternative login system.

Every JSON read repeats the guard before querying platform data or calling an
infrastructure connector. Responses are private, non-cacheable and excluded from
indexing, with no-referrer handling. The private entry stays outside ordinary
navigation, integration packages and sitemaps; public design previews refuse the
route family.

The business surface is read-only. Its own access audit records the actor, action
code and time, without the private address, query or credentials. “Read-only” does
not mean that audit records are absent. There are no controls here to change a
member's role, grant credits, extend an assistant mandate, approve a communication
or restart a provider submission.

## Read financial sources on their own terms

The Finances view selects production consumption by immutable ledger debit dates,
including retained charges whose dispatch metadata has since been deleted.
Protected-link hosting charges are counted once. Horizon consumption is identified
separately and never increases the dispatch count. Simulation uses its distinct
confirmation evidence.

Overview/workspace activity instead selects dispatches created in the chosen
period and their settled consumption to date. Reservations and balances are
current snapshots. Supplier costs follow their reconciliation-recording dates;
the implemented verified fax usage source does not establish every channel's
complete supplier expense.

Promotional credit grants are not cash receipts. Verified Stripe payment records
retain their currencies and available provider creation dates, without claiming
bank settlement dates. Refunds, taxes, fixed charges and supplier invoices need
their own reconciliation. `netResultMinor` therefore remains unavailable rather
than subtracting a partial cost from an unrelated revenue measure.

## Keep country observations coarse and explicit

Connection geography comes from Cloudflare's request country metadata, not a
client-supplied country header, IP display or precise device location. Historical
sessions without an observation keep their country unknown. Optional telemetry
failure does not reject otherwise valid authentication; it may be observed on a
later authenticated request without retrying a business operation.

Destination geography is a different source: normalized postal country or a
qualified fax-tariff country. No email destination is inferred from its domain.
The globe switches between connections and distribution, with a country ranking
and an explicit unknown/unpositioned count. Markers use static representative
country positions, not a person's coordinates; keyboard controls and readable
country counts remain available alongside the canvas.

Connection/read-audit history uses the implemented ninety-day retention boundary.
The displayed history is not a reconstruction of older countries or a log of
failed identity-provider logins.

## Infrastructure has two independent sources

**Worker analytics** reads one server-selected account/Worker over a rolling
24-hour or seven-day window. It reports sampled invocation, execution-error and
subrequest counts, hourly buckets and provider-computed wall-time percentiles.
Those execution errors do not represent every HTTP error response. Missing hours
stay missing; hourly percentiles are not averaged into a period percentile.

**Billable usage** uses a separate read credential and the account's current
billing cycle. Exact decimal costs are added before rounding each displayed
subtotal to minor units, with no currency conversion. It covers metered usage,
not subscriptions, taxes, invoice reconciliation or payment. Account-wide costs
may include other projects and cannot be attributed exclusively to guteneo.

Both adapters have bounded time/body sizes, reject unusable or partial responses,
disable automatic retries and keep provider bodies/credentials out of the browser.
They provision nothing, change no remote account settings and persist no connector
response in a business store. D1/R2 analytics and reconciled invoice-history views
are separate extensions, not implied by the current Infrastructure tab.

## Unavailability and safe recovery

| State | Meaning | Appropriate response |
| --- | --- | --- |
| `not_configured` | Required server configuration is missing or invalid; no connector request is made | Have the authorized operator review private configuration |
| `forbidden` | The remote source refused the configured read authority | Check the intended account and minimal read permissions without automatically widening them |
| `no_data` | The source returned no measurements or usage entries for its own window/cycle | Preserve the empty result; do not convert it into proof of zero activity or cost |
| `unavailable` | A timeout, malformed/partial response or other failure prevented a usable result | Keep values unavailable and explicitly refresh the read after investigating |
| `ok` | A validated source response is available | Retain its period, source, sampling and coverage qualifications |

Returning to the tab, focusing it or restoring a saved page triggers a fresh read;
the interface does not maintain a periodic polling loop. Access refusal removes
displayed operational data and offers an access check. A temporary data error
offers a read retry. Neither action retries a dispatch, replays a callback or
resolves `submission_unknown` by itself.

For the shared queues/provider boundary, see the [system architecture](/architecture/system/)
and [technical diagrams](/architecture/diagrams/). The
[dispatch lifecycle](/architecture/dispatch-lifecycle/) owns actual recovery
semantics; a control-tower incident is a starting point for investigation.

## Implementation and qualification

The server entry point is `apps/api/src/belvedere.ts`; projection contracts are in
`packages/contracts/src/belvedere.ts` and `belvedere-cloudflare.ts`. The React
surface and request-state handling live in `apps/web/src/belvedere.tsx` and
`belvedere-data.ts`. Connector and telemetry modules preserve their own source,
privacy and result-state contracts.

Local fixture rendering, access/SQL tests and synthetic Cloudflare responses
exercise those boundaries separately. They do not prove current privileged login,
live account permissions, actual spending or provider delivery. A production
activation and its authenticated observations need their own authorization and
dated evidence under the [testing model](/engineering/testing/).
